SJ11 and SJ26 both call for a U.S. Constitutional Convention to propose an amendment that pertains to the subject of balancing the federal budget.
Does SJ11 or SJ26 provide for safeguards to the Convention process?
They only call for an amendment convention.
Is the subject of the Convention limited?
The proposals state only that the convention would pertain to the “subject” of balancing the federal budget. This could be broadly interpreted to include any item in a budget or the process of developing a budget.
Are there problems with a balanced budget requirement?
It could create great hurdles if raising revenues is needed.
It could cause severe program cuts.
It could harshly affect homeland security, public safety, children, seniors, veterans, education and medical research.
A responsible fiscal plan depends on BOTH spending cuts and new revenues.

The good news is that the House bill that described the “rules” for the ConCon did not pass in the House Rules committee today.
Last year the Senate Rules Committee spent only about 5 minutes on these before defeating them.
