LWV-VA 2023 Proposed Convention Rules & Procedures

Convention Rules

  1. Only accredited Delegates representing local Virginia Leagues and Members At Large (MALs), the Inter-League Organization (ILO), and the LWV-VA Board members (State Board) may vote. The Convention shall be the sole judge of whether a Delegate is qualified to vote. 
  1. Only accredited Delegates and those authorized by the Presiding Officer may address the Convention. 
  1. In debate, no person shall speak more than once on a motion until all others who wish to speak have done so; no person shall speak more than twice on the same motion; debate shall be limited to two minutes per speaker unless other procedure limits take precedence.
  1. Each speaker shall use a microphone and announce their name and League when recognized by the Presiding Officer to address the Convention.
  1. Main motions and amendments of substantial length must be in writing on paper included in the folders or obtained from the ushers. One copy shall be sent to the Presiding Officer and one copy shall be retained by the maker of the motion.
  1. When a vote is in progress, the doors to the meeting room shall be closed and
    no one may enter or leave.
  1. The minutes of the Convention shall be received by the LWV-VA Board by
    September 1, 2023, after review by a committee appointed by the President to review and correct the minutes. 
  1. Only announcements that relate to the business of the Convention or the welfare
    of the participants shall be made. Announcements shall be made only by persons designated by the Presiding Officer to do so. 
  1. Cell phones shall be turned off or muted during Plenary, workshops and the banquet.
  1. To Suspend a Rule later in the meeting, a two-thirds vote of Delegates present
    is required.
